Class Items:
Do certain quest to attain certain class items. These quests will be very difficult since they are better than the normal class items that can drop off of monsters.
One quest per item to attain:
> Helm
> Gorget
> Arms
> Gloves
> Leggings
> Ring
> Braclet
> Earrings
> Weapons (Various, Questers Choice)
> Misc. (Different for certain classes)
First quest would be to gather certain materials to craft the item, such as special ore, gems, and stuff like that. I came up with this example:

Quest:
Hail <name>. You have traveled far Dragoon but in search of what? Power? If it is power you seek I can help. Help me find these items and I will forge you a helm of great power. <hands a parchment with writing> Gather those materials and I shall craft you the Dragon's Vision Great Helm.
Parchment-
Gather the following: Be warned! The dragon spirit can only be found off of the body of <name> the legendary dragon.
200 Darkstone Bar
20 Large Rudy
20 Large Saphire
1 Dragon Spirit Reward: Dragon's Vision Great Helm Strength Bonus 1
Dexterity Bonus 1
Hit Point Regeneration 2
Damage Increase 5%
Physical Resist 15%
Fire Resist 15%
Cold Resist 15%
Poison Resist 15%
Energy Resist 15%

As you can see it would require a "special" spawn for the Dragon Spirit. I figured Dragoon's should get items that referr or reflect the power of dragons. If needed I can make alot more Quest examples to help out. When a character completes the quest, the quest giver gives the character a completion deed that allows a GM to give the character the item. The Item would be of the character's choice of model and hue.
But it doesnt stop when you get all the items. You can quest to get upgrades. Upgrades such as increase stats, damage reduces, spells, speed, damage increase. There will be limitations on the items so they do not get over powered. They too would be in the form of a deed.
Examples of upgrades:
